NFL and Referees Association in Ongoing Negotiations Over Collective Bargaining Agreement

The National Football League (NFL) and the NFL Referees Association (NFLRA), which represents the league's on-field officials, remain in negotiations for a new collective bargaining agreement.[1] The current agreement expires on May 31, 2025.[1][2]

League sources have indicated preparations for contingency measures, including the potential use of replacement officials if talks extend into the preseason, according to internal emails reviewed by ESPN.[3] Pro Football Talk first reported the possibility of replacement referees earlier in the negotiations.[4]

ESPN college football analyst Pat McAfee, a former Indianapolis Colts punter who played from 2007 to 2016, criticized the prospect on X (formerly Twitter), recalling the 2012 lockout.[5] "Nope we can’t be doing replacement high school refs in the nfl again," McAfee wrote.[5] He called for greater accountability among officials while emphasizing their importance to the game.

During the 2012 NFL lockout of officials, which lasted from August 7 to September 27, replacement referees -- primarily from Division III colleges, high schools and developmental leagues -- officiated games.[6][7] The period ended after controversy over a September 24 "Monday Night Football" game between the Green Bay Packers and Seattle Seahawks, where referees ruled a simultaneous catch by Golden Tate as a touchdown, giving Seattle a 14-12 win in the "Fail Mary" play.[6][7]

The NFL has stated its focus on enhancing officiating through improved performance standards and accountability, while the NFLRA has pushed back against certain proposed changes.[1][4]
