The Cleveland Browns have submitted a proposal to allow NFL teams to trade draft picks up to five years in advance.[1]
Current NFL policy permits trades of first-round picks four years ahead and later-round picks three years ahead, a change approved by owners in March 2024.[2][3]
The Browns' suggestion is set to be considered by NFL owners at league meetings before the end of March, alongside a Pittsburgh Steelers proposal on player contact rules during the free agency negotiating period.[1]
Troy Vincent, NFL executive vice president of football operations, stated at last month's scouting combine that no submitted proposals this year concern the "tush push" play.[1]
The league's competition committee plans to release its recommended rule changes next week.[1]
Any rule change requires approval from at least 24 of the 32 NFL owners.[4]
For comparison, the NBA permits teams to trade draft picks up to seven years in advance.[5]
